Kinda old now. These days I use a Zealous mod for energy instead of Balth's Spirit, and a couple other things different (can't remember off the top of my head).
Outside of Elona, if you go counterclockwise, you'll find 2 scarab nests. Each always has either a boss and 2 Rockeaters or a Jade and 2 Rockeaters. You drop any enchants you have on you and attack the Jades directly. The Rockeaters will frenzy themselves to death in seconds. The Jade will put bleeding back on you when you deadly riposte it, but that's okay because you can just keep on healing with Healing Sig anyway.
If you leave from Thirsty River, each Dune Burrower will be guarded by a trio of Scarabs. They pop out of the sand when you get in aggro range. That's probably the fastest way to get mandibles (and Dune Burrower Jaws too).
You can mod this build quite a bit to make it even more effective with Scarabs (namely, higher Tactics). I used to have over 100 Mandibles before I sold them to the merchant. With a Warriror, 2 or 3 Jades at once is possible, any more than 3 and it's almost impossible to outheal their Vile Touch spam.
